Electoral Transparency carried out training on voter data privacy and election technologies

In early 2024, Electoral Transparency designed and implemented a capacity-building program aimed at domestic and international election observers, as well as local and national election officials that were looking to update their knowledge on matters such as big data in election campaigns, open election data and voter data privacy. Electoral processes are progressively gaining complexity and implementing new technologies, which requires election administration organizations and civil society organizations to adapt to these changes and fully achieve their objectives of delivering or observing elections.

Electoral Transparency assembled a group of experts to provide participants with the best knowledge possible on the points that were part of the program, such as the concept of election integrity, the history and principles of international and domestic election observation, voting technologies, technological solutions applied to other phases of elections, security challenges related to election data, use of big data in political campaigns, data privacy protection during the election cycle and open election data.

Giuseppe Janino, considered one of the «fathers» of Brazil’s voting system, provided best practices and security guidelines for the implementation of technology in elections

The Program on Data Privacy Protection and Open Election Data was carried out and completed with participants from 11 different countries, both from Election Management Bodies (EMBs) and international and domestic election monitors.

With the support of Privacy International, and using the OpenEDX platform provided by the National Democratic Institute (NDI), the organization delivered a program with which election authorities and observers learned ways to improve management and oversight of personal data according to international standards and best practices. Participants were provided with resources to consider updating election observation methodologies, that include new digital resources and strategies to monitor and verify the work of election management bodies with regards to data management.

Josie Thum, Advocacy Officer of Privacy International, spoke to the importance of data privacy protection during the election cycle

Electoral Transparency will adapt the contents of the program to be offered through the new training school to be released in 2025.

Anyone interested in accessing the material of this program, without it implying a certificate for participation, may write to comunicacion@transparenciaelectoral.org with a motivation letter and CV. The contents remain available for free of charge on the OpenEDX platform.
