{"id":5029,"date":"2020-08-24T14:02:28","date_gmt":"2020-08-24T14:02:28","guid":{"rendered":"https:\/\/transparenciaelectoral.org\/caoeste\/?p=5029"},"modified":"2025-07-26T23:57:26","modified_gmt":"2025-07-27T02:57:26","slug":"ine-determina-improcedente-difusion-del-informe-presidencial-en-coahuila-e-hidalgo-los-dias-5-y-6-de-septiembre","status":"publish","type":"post","link":"https:\/\/transparenciaelectoral.org\/caoeste\/ine-determina-improcedente-difusion-del-informe-presidencial-en-coahuila-e-hidalgo-los-dias-5-y-6-de-septiembre\/","title":{"rendered":"INE determina improcedente difusi\u00f3n del Informe Presidencial en Coahuila e Hidalgo los d\u00edas 5 y 6 de septiembre"},"content":{"rendered":"<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-5031 size-full\" src=\"https:\/\/transparenciaelectoral.org\/caoeste\/wp-content\/uploads\/2020\/08\/INE-Lunes-24-08.jpg\" alt=\"INE Lunes 24 08\" width=\"400\" height=\"228\" title=\"INE determina improcedente difusi\u00f3n del Informe Presidencial en Coahuila e Hidalgo los d\u00edas 5 y 6 de septiembre\" srcset=\"https:\/\/transparenciaelectoral.org\/caoeste\/wp-content\/uploads\/2020\/08\/INE-Lunes-24-08.jpg 400w, https:\/\/transparenciaelectoral.org\/caoeste\/wp-content\/uploads\/2020\/08\/INE-Lunes-24-08-300x171.jpg 300w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/p>\n<p>El Consejo General del Instituto Nacional Electoral (INE) determin\u00f3 que es improcedente la difusi\u00f3n en medios de comunicaci\u00f3n social en los estados de Coahuila e Hidalgo, durante los d\u00edas 5 y 6 de septiembre de 2020, toda informaci\u00f3n relacionada con el Informe de Gesti\u00f3n que rendir\u00e1 el 1\u00ba de septiembre el Presidente de la Rep\u00fablica ante el Congreso de la Uni\u00f3n.<\/p>\n<p>Ello, debido a que el 5 y 6 de septiembre son los primeros dos d\u00edas del periodo de campa\u00f1a en ambas entidades federativas, despu\u00e9s de que se han reanudado los procesos locales, cuya Jornada Electoral ser\u00e1 el 18 de octubre.<\/p>\n<p>Esta determinaci\u00f3n fue tomada por el m\u00e1ximo \u00f3rgano de decisi\u00f3n del Instituto, a consulta expresa enviada por la Unidad de Normatividad de Medios de Comunicaci\u00f3n de la Secretar\u00eda de Gobernaci\u00f3n, el 18 de agosto pasado.<\/p>\n<p>El acuerdo aprobado destaca que los informes anuales de labores de los servidores p\u00fablicos se difundir\u00e1n una vez al a\u00f1o y no podr\u00e1n exceder los siete d\u00edas anteriores y cinco posteriores a la fecha en que se rindan; sin embargo, la normativa es clara al se\u00f1alar que la difusi\u00f3n de tales informes no podr\u00e1 tener fines electorales, ni realizarse dentro del periodo de campa\u00f1a electoral.<\/p>\n<p>Con base en esta normatividad, durante los d\u00edas 5 y 6 de septiembre pr\u00f3ximos, deber\u00e1 suspenderse la difusi\u00f3n en medios de comunicaci\u00f3n en ambas entidades, toda informaci\u00f3n y propaganda relativa al Informe de Gobierno del Presidente de la Rep\u00fablica.<\/p>\n<figure id=\"attachment_83789\" class=\"wp-caption alignright\"><\/figure>\n<p>El Consejero Ciro Murayama explic\u00f3 que con este acuerdo, se da prioridad al buen desarrollo de las contiendas pol\u00edticas, sin intromisi\u00f3n de mensajes que signifiquen campa\u00f1as gubernamentales o promoci\u00f3n del propio Informe de Gobierno del Presidente.<\/p>\n<p>Aclar\u00f3 que el acuerdo no proh\u00edbe la emisi\u00f3n del Informe Presidencial del d\u00eda 1\u00ba de septiembre en los medios de comunicaci\u00f3n de Coahuila e Hidalgo. S\u00f3lo se suspende la difusi\u00f3n de propaganda (como spots en radio y TV) durante dos d\u00edas en los que ya habr\u00e1n iniciado las campa\u00f1as (5 y 6 de septiembre).<\/p>\n<p>\u201cSe podr\u00e1 ver como en cualquier otro lugar del pa\u00eds el informe el primero de septiembre y as\u00ed este derecho de acceso a la informaci\u00f3n, combinado con el ejercicio de rendici\u00f3n de cuentas del gobernante, pueden fluir sin ning\u00fan obst\u00e1culo\u201d, dijo.<\/p>\n<p>El Consejero Murayama reconoci\u00f3 que la consulta que realiz\u00f3 la Secretar\u00eda de Gobernaci\u00f3n al INE es muy oportuna y destac\u00f3 que el di\u00e1logo respetuoso entre el Ejecutivo y el Instituto es productivo.<\/p>\n<p>\u201cGracias a una muy oportuna consulta, nos permite ratificar que
